The Vinton-Shellsburg Community School District school board met in special session on Tuesday, March 24, 2020. All board members answered roll call; Superintendent Hainstock and Business Manager Barkdoll were present.

There were no audience comments.

Under Superintendent’s Report, Hainstock updated the board on the meal program and other district work since the closure on March 16.

Under General Business of the Board, they approved the Consent Agenda items which included the agenda; contracts with Workplace Learning, Inquirehire Background Screening Services and Cort Consulting; bids from Walsh Doors for several locks at the high school, AirServ to install HVAC support at the MS and Pella Roofing for roofing work at Shellsburg; resignation from Michelle Wedemeyer as the Voyager coach; and hiring of Trista Behrens-Wolf (MS special education) and Eric Tabaka (Shellsburg/MS general music and choir).

The board reviewed and approved a resolution for pandemic response and emergency suspension of policy.

The board approved authorizing the business manager to process bills without prior board approval until the May board meeting.

The board approved authorizing the superintendent to extend personnel contracts prior to board approval until the May board meeting.

The board discussed budget options for 2019-20 and 2020-21. They voted to set the budget for 2020-21 with an increase in the management levy and no plan to prepay bond payments at this time; they anticipate an overall levy rate of $15.44 (down from $15.49 this year). The board also approved adjusting the anticipated expenditures for 2019-20 within the areas of instruction, total support services, noninstructional programs and total other expenditures. They will have a public hearing on the two items on Monday, April 13 at 6:00 PM in the central office.
